JOB DESCRIPTION

JOB TITLE: Business Operations Director

DEPARTMENT: Administration

REPORTS TO: Library Director

 

Job Summary

The Business Operations Director is responsible for providing financial, administrative, and human resources services, including payroll, accounts receivable and payable, and grant administration. This involves serving a diverse and dynamic constituency, continually thinking outside the box, and working as a team to accomplish the library mission. The Business Operations Director will have a deep understanding of and passion for customer service, as well as the ability to treat everyone with dignity and respect. The Business Operations Director is a member of the Library Management Team and reports to, and works closely with, the Library Director. Above all, this person will help develop and support all efforts to connect the community, inspire innovation, and encourage curiosity.

 Key Responsibilities

  • Together with the library team, create a dynamic and exciting library experience by focusing on innovation and adventure while providing excellent customer service.
  • As a member of the library management team, collaborate on strategic planning and other library-wide issues, initiatives, and events.
  • Conduct processing of accounts payable transactions to ensure payments are delivered within specified timeframes and finances are up-to-date and accurate.
  • Review timecards, employee leave usage, make approved updates, and complete payroll functions within timeframes to ensure staff are paid in an accurate and timely manner.         
  • Adhere to strict cash collection practices and audit requirements, record funds received, and deposit with the City of Grand Forks Finance Department. Maintain “petty cash” account.
  • Oversee human resource functions and provide guidance and support to the Director, employees, and managers on human resource topics. Keep, update, and maintain confidential employee files. 
  • Administer employee benefits, health plans, and retirements plans, maintain accurate records, and produce requested reporting. 
  • Oversee the Personnel Policy Handbook, write and revise policies, and ensure the appropriate administration of personnel policies and procedures. 
  • Support hiring managers in the recruitment and selection process.
  • Develop and implement employee wellness programs.
  • Provide administrative support, as needed, to ensure effective and efficient office operations. Prepare agendas and meeting minutes, schedule meetings, prepare correspondence, maintain and produce financial and budget reports, compile monthly statistics, order office supplies, and provide other general clerical support requested.
  • Work closely with the City’s Human Resources and Finance offices.  

Additional Duties

  • Attend Board, committee, and staff meetings and act as the official minute taker on discussions, next steps, and decisions.  
  • Participate in library special committees and meetings as assigned.
  • Assist with special projects as needed.
  • May perform all functions assigned to lower classifications.
  • Perform other duties and responsibilities as assigned.

  • Thorough knowledge of budgets, accounts receivables, accounts payables, and cash collection practices.
  • Knowledge of state and federal laws relating to libraries, human resources, and personnel.
  • Demonstrated experience with payroll, data entry, and payroll systems.
  • Ability to exercise initiative, use good judgement, and act in the best interest of the library.
  • Excellent communication skills, both written and verbal, with the ability to connect with a variety of audiences including patrons, staff members, and others.
  • Ability to think outside the box, innovate, and embrace change.
  • Ability to work independently, set priorities, manage multiple projects, and meet deadlines with little supervision.
  • Ability to act with kindness, tact, and confidentiality with patrons and staff.
  • Proficient in Microsoft Office products to compile and analyze research, maintain statistics, create documentation and procedures, correspond with others, etc.
  • Highly dependable, organized, focused, detail-oriented, and a creative thinker.
  • Background check required.

Education & Experience

At least two years of related experience required.

Experience working as a member of a leadership team. 

Bachelor’s degree in human resources, business, or similar field preferred.

Physical Demands / Work Environment

Physical Demands: Prolonged periods of sitting at a desk and working on a computer. The job occasionally requires stooping or bending. Occasional light lifting, such as three or four reams of paper, four or five books, or other materials (up to 20 pounds) may be required. Required to use motor coordination with finger dexterity (keyboard), eye-hand coordination, data entry and computer use. Should be conscious of appropriate ergonomics and workstation setup.

 

Work Environment: Professional and service-oriented work environment, open to the public throughout the week including nights and weekends. Environment is welcoming, inspiring, creative, and team-oriented.
